There are wasteland scavengers to the north, slumbering megastructures to the west, a developing Oblation Zone to the west, and something you probably shouldn't think about to the south. So the Bureau of Want doesn't quite have the time to crack down on graffiti. That, combined with the profusion of competing underground forces in Whale Fall, has given the artform the room to blossom into something spectacular. It's a way of life for the people of the city.
